example, the current policy regarding the reporting of the sale of illegal narcotics is written as follows: " There are several ways to report narcotics activity in your neighborhood.
You can contact your police substation. For areas north of the American River, please call 566-6401. For areas south of the American River, please call 277-6002. The police
department also maintains a Narcotics Hot Line where you can leave tips about narcotics activity - anonymously if you wish. The tip line number is 916-264-5796" ("Sacramento Police Department"). The
problem with these tip lines is that while there are citizens who are aware of drug activity, they are afraid to call and report crime. This is because even though
drugs can be reported anonymously, many residents who may have been involved with drug dealers are afraid of being found out. When a drug dealer realizes that someone has snitched
on them, they will try to get information in respect to who might have called in the report. Sometimes, an individual who has stopped using drugs and wants to make
a clean life will call the police on a former drug dealer. A neighbor who looks out the window every day and is always complaining about drugs in the area
might be someone who calls. Similarly, drug dealers have enemies or competitors and any of these individuals might call the police. The drug dealer is aware that any of these
