2008 there were clashes between Deutsche Telekom and the unions are indicative of this change (Esterl, 2008). In a country where the traditional approach has been that of co-operation and
consensus, clashes such as this indicate the changing environment. This was also seen a few years ago with the negotiation between the union IG Metall and Volkswagen, in three sets
of negotiations the employee demanded, and subsequently achieved, significant concessions from the union using the threat of moving production to Portugal (Landler, 2005). The concessions included wage reductions for some
members as well as fewer breaks during work (Landler, 2005). However, despite these apparent changes the unions remain a strong influence and are reflective of the general culture within German
labor relations. When looking at the concept of labor relations there is an inherent contradictory and conflicting relationship between the way capital is distributed and accumulated (Burchill, 2008). If
the labour market is to be sufficiently stable there needs to be some form of regulation and governing in order to balance the different needs and the different interests. Where
there are specific social patterns present these are likely to lead into the way that specific institutional arrangements are made, which will include elements of labor relations, such as negotiation
