Over time the US intelligence community has evolved considerably. Some of this change
was gradual but other occurred rather overnight. Over the last one-hundred years three periods in particular were characterized by particularly radical change. Those periods occurred in the aftermath
of World War II, in the 1970s, and in the years following the terrorists attacks of September 11, 2001. Reforms implemented as a result of each of these events
have had definitive effects on the Intelligence Community. While these reforms were primarily retrospective in their nature, in other words they were in response to events that had already
occurred, they were also each characterized by forward-looking policies that were proactive with the intent of dealing with future threats to both national security and national economy. In some
cases these policies were quite effective. In other cases they did more harm than good over the long run. In any case, the thesis can be presented that
US Intelligence Community policies have evolved to be progressively less concerned about individual rights, whether those rights are those of American citizens or the rights of citizens of other countries.
