There would be a new Russian empire but it was something that was still related to the old state of Muscovy (Roberts, 1993). While in 1500 Russia was rather weak, it was considered to have the strongest military power by 1800 (Roberts, 1993). Cleary, Russias growth between this period of time is phenomenal. The growth would have an effect on social institutions. Certainly, political institutions would change with a drastic changes in leadership. When Peter I was finally in charge, he took a two year tour of Europe ("The Romanovs," 2008). Of course, it was a rather unusual journey. He took the trip but hid from the public, even working as a carpenter on one of the ships ("The Romanovs," 2008). He would return to Russia, order mass executions and then try to recreate Russia in the image of Western Europe ("The Romanovs," 2008). Clearly, his adventure had a significant influence on this royal leader. It was not just that Peter wanted Russia to be like Europe. Rather, he wanted to expand Russia (Roberts, 1993). He founded St. Petersburg on the gulf of Finland, and this is something that represents his attempts at westernization (Roberts, 1993). Peters idea related to overcoming a lack of development in his own country had been to embrace the ideas of others (Roberts, 1993). This is not unique. Many leaders have sought to do similar things. Yet, Peter the Great was quite adamant about creating change in Russia and bring the people up to modern expectations. Still, Russia remained conservative (Roberts, 1993). While there had been attempts to improve and modernize circumstances, the result was marginal at best (Roberts, 1993). In the end, Peter the Great tried to change things, but the transition was slow.
