single change, A major concept in change and the ability to continually improve an adapt has been the concept of a learning organisation. A major proponent of this has been
Peter Senge, but the concepts go back further than this. In order to appreciate the theory we can apply it to a case study, in this case we will use
Asian National Police Force (NPF) as seen in Keong and Heracleous (2001). This is an application of learning theory and the way a learning organisation was developed with many
approaches over a period of time and the development of learning. Bateson (1972, quoted Tan and Heracleous, 2001), divided organisational learning into two categories, types I and type II which
both look at learning from mistakes either specifically as the response of changes to have been undertaken to correct errors, or where the learning where this is a set of
corrective changes or a "change in the punctuation of experience". These may be seen as equal to the later model of single loop learning and double loop learning as described
by Argyris (1977) and also lower and upper level learning Fiol and Lyles (1985) (quoted Tan and Heracleous, 2001). The main difference, in all cases is the difference between generative
