A range of different pressures increases the complexities, behaviour patterns are becoming more difficult to manage. The rights of children have been enhances with legislation such as the Childrens Act 1989 in the UK and the Human Rights Act 1998 in the UK based on the European Convention on Human Rights. At the same time it appears that the levels of behaviour are falling and more problems are occurring. In the UK MORI Youth Survey 2004 it was shown that 26% of all pupils in mainstream education have committed a crime. The actual crime levels have been stable since 2001 and it appears the peak age is 14, which shows that there is a fall in the age that this behaviour is occurring (MORI, 2004). Not all crimes will take place in school, and not all challenging behaviour is a crime. However the offences and challenges faced by schools appear to be increasing. For example, theft from the school increased to 29% of students in 2004 from 24% of students in 2003 (MORI, 2004). Bullying and threatening behaviour are increasing and it was found that at some point 25% of pupils have carried a pen knife in school (MORI, 2004). The problems are not limited to these types of events; there are also problems with difficult behaviour, such as abuse and simply uncooperativeness such as refusal to do homework and disruptions in classes.
