Introduction Unemployment can be directly tied to the fact that workers and less and less prepared to meet the growing demands of
the modern work place. The harsh reality is that there are progressively "fewer job opportunities for minorities and low-skilled employees". Even workers that have been employed for some
time are beginning to find themselves out of jobs as job requirements change and become more demanding.
Literature Review Recent statistics from the District of Columbia demonstrate this contention quite effectively. Despite the fact that 207,000 new
jobs were created in that region in July of this year, unemployment remained at the same level. Five percent of the population of that region were unemployed both before
and after the creation of those jobs (PR Newswire, 2005)! Some groups, particularly high school dropouts and young blacks, experienced increases in unemployment during that same time period (PR
Newswire, 2005)! Even older, more experienced workers, however are now finding themselves in unemployment lines. The primary reason for the ever growing rate of unemployment is that the workplace
has changed considerably in the past few years. Most craftsman type jobs have been automated and more often than not the employees job revolves more around operating high-tech machinery
than leaning intricate skills and methodologies. Often these jobs revolve in one manner or another around computer automation and technology and the associated information systems. The above facts may,
at first consideration, be somewhat doubted. The statistics support the contention, however, that a large percentage of entry level jobs require experience in computer technology. This is true
