That is the problem: because there seems to be nothing we can do about poverty, or perhaps believing "the poor are always with us," we try to ignore it. This paper discusses both the liberal and conservative thinking with regard to the causes of poverty, and decides which seems more compelling. Discussion The conservative view, in simple terms, tends to blame the poor for their poverty. Generally (and it is a generalization), conservatives truly believe that if people work hard enough, they can succeed in pulling themselves out of poverty. They believe that poverty is self-perpetuating, but is also the result of "a variety of self-defeating habits and behaviors: dropping out of high school, not acquiring marketable job skills, having children without means to support them, even running afoul of the law" (Young, 2005). Young goes on to state that "poverty is a matter of culture, not just money" and we can see that by comparing the experience of immigrants to that of African-Americans. "In ... 2003, according to the Census Bureau, immigrants who were naturalized U.S. citizens had a slightly higher median income than native-born citizens" (Young, 2005). Young does admit that most people, if born into the culture of poverty and hopelessness that characterizes some African-American neighborhoods, would also develop the same self-defeating patterns (Young, 2005). Poverty, obviously, is a political hot potato; "[P]eople with right wing views often see it as related to laziness, a lack of family planning, or to much interference of government.
