country would make this choice. The question with all wars then is: who started it, how and why? The reasons for World War II are clear, perhaps because it is
more recent and the culture of the day is better understood. Whatever the reason, most people are pretty clear about who started the Second War and why it became a
"World" war. The Great War, however, is still shrouded in some degree of mystery to our present generation. Did Germany start the War? Historians have determined that Germanys leaders "must
bear a substantial share of the historical responsibility for the outbreak of general war in 1914" (Fischer). How that came about, however, is still the subject of debate and ones
conclusions would certainly relate to whose account they felt had greater validity. One of the places to begin investigating why nations become
involved in a war is to review pacts and agreements they have made in the past. Agreements, or Ententes, had been made between different countries in the late 1800s. Germany
forged an alliance with Austria-Hungary and Italy against Russia and France. France responded by forming an Entente with Britain in an attempt to combat Germanys advances in industrial development. When
Russia and Britain signed a treaty, Russia joined the Entente. Russias entrance into the war was due to this Entente and their goal of expanding their markets.
Mayer believes one major cause of the war was the imperialists desire to end a revolutionary uprising. Most of the European countries were facing national
discontent. The Triple alliance was threatening a strike; the general public was disturbed with Parliament, an attitude supported by influential military and civil leaders in the country. France was faced
