that they are treated in everyday life. There have been developments within government policies which are aimed at empowering individuals and facilitating a change within attitudes and the way that
services are offered. However, there is a large gap between the level of services that are offered and the level of the services that are needed for those with learning
difficulties to live up to their potential. It is this reason that the role of voluntary organisations to help support those with learning
difficulties is very important. This does not mean that the services and support offered by government departments, such as social services, should be ignored, but that they need to be
complemented with additional support. Organisations that offer support to those with learning difficulties, regardless of their age, can help to supplement the services that are available and provide complement or
services that might not be possible within state-sponsored schemes. Voluntarily schemes and organisations have a different remit compared to government departments; there is
often a greater degree of focus on a small number of users and issues of resource allocation and service provision tend to focus on efficiency in need rather than having
to deal with competition between different users for but allocations and the subjectivity of prioritisation within a department that deals with a large number of different individuals all of whom
have valid needs. However, a voluntary organisation does not work in a vacuum, there are requirements for policies in order to protect those
