the last several decades (Canadas Health Care). The basic parameters of the system, however, remain constant. These are that universal coverage is offered to all Canadians for medically required health
care services, and services are allocated on the basis of need rather than on the individuals ability to pay (Canadas Health Care). There is a mythical perception of the Canadian
system as one large, "overly expensive and unwieldy behemoth" (Romanow 1). In reality, the Canadian system is not a single system, but rather consists of 14 systems, which are
tied together under the shared principles that are enumerated in the Canada Health Act (CHA) of 1984, which stipulates core requirements for public health care within the provinces and territories
(Romanow 1). The CHA describes the five fundamental values of the Canadian health care system, which are that health care services should be "universally accessible, comprehensive in nature, portable between
provinces, delivered without direct charge to patients and publicly administered" (Romanow 1). The health care programs themselves, however, are administered within each province. There are ten provincial and three
territorial health insurance plans, which are collectively referred to as "medicare" by Canadians (Canadas Health Care). The individual programs are funded via the assistance offered by the federal government. The
federal government provides direct health care services to specific demographic groups: "First Nations people living on reserves; Inuit; serving members of the Canadian Armed Forces and the Royal Canadian Mounted
