of the things that is notable about the Canadian lifestyle is that its unhealthy. "Half of Canadians are overweight and 15 per cent are obese ... There has been
a 75-per-cent increase in the last decade in the number of people dying from Type 2 diabetes ... Every seven minutes, another Canadian dies of heart disease and stroke" (Carrots
rather than sticks C6). However, in British Columbia the situation is somewhat better: in general, the residents of BC have Canadas lowest smoking rates; lowest incidence of obesity;
and "highest rates of physical activity" (Carrots rather than sticks C6). In addition, they are "ready to reward healthy living and penalize those who fail to take responsibility for
their health" by accepting user fees for ER visits and supporting "tax credits for recreational activities and agree that employees who smoke, are obese or inactive should pay higher premiums
for health insurance" (Carrots rather than sticks C6). What does this tell us about the British Canadian lifestyle? That it is different from that of the rest of
the country, and that British Canadians appear to be getting serious about getting back in shape. However, the proposals that in effect "punish" people who dont adopt healthier lifestyles
are seen as being unnecessarily harsh on the poor, who are much more likely to smoke, use emergency rooms, and do not have access to health clubs (Carrots rather than
