Geographic proximity makes Canada an obvious bolthole for U.S. criminals. But the countrys indulgent immigration policies are turning it into a destination of choice for desperate characters from around the planet (Nickerson, 2000). The Canadian government denies any allegations of granting asylum to those who are running from the law (Baer, 2008), claiming instead its people "like to be generous to newcomers" (Anonymous, 2007) because of their own historical immigrant roots, however, even those who have long been patient and accepting of the scores of offenders who have easily crossed the border are now changing their minds and calling for their political representatives to become accountable for harboring criminals. The aspect of accepting personal responsibility for ones actions has long represented a challenge of application where theoretical considerations are made. The extent to which social theories reflect a montage of indicators for specific activity is both grand and far-reaching; that rational crime theory stands alone in its quest to illustrate how personal responsibility plays an integral role when people - or governments - engage in questionable behavior speaks to an extension of the Marxist perspective.
