military presence throughout the world. Many have questioned, in fact, whether the current national security policies could allow the U.S. to fight more than one war at a time.
The thesis can be presented that yes the U.S. can fight more than one war at a time and, in fact, that we are currently exerting the equivalent military
effort that would be required of two simultaneous wars in our cumulative presence around the world today. The proof for this thesis can be found in Iraq and Afghanistan
but it can also be found in our continued military presence at many remote locations around the world. At the end of the Clinton administration there was a U.S.
military presence at around sixty-nine locations throughout the world. Germany and South Korea are areas of particularly high levels of U.S. military presence. We have troops in Japan,
troops in Haiti, and the list goes on and on and on. That presence continues to some degree even today. Currently U.S.
security policies are undergoing considerable change. While we have just completed our all out warfare in Iraq and continue to maintain a formidable presence in Afghanistan we are beginning
to pull troops back from around the world and to more efficiently consolidate them. Just last week, in fact, President Bush clarified that his intent was to pull 70,000
of the 278,000 troops currently stationed around the world back home and put them on a rotational duty plan (Barnes, 2004). While the U.S. continues to recognize its role
in international peacekeeping, we have also recognized the importance of strategically managing our military power so that we are ready for even the most trying of circumstances such as those
