In recent years the subject if pre-emptive wars has come to the fore. A pre-emptive war is one where one side decides to attack in order to try and prevent
an attack on themselves by the other side. This is a proactive rather than a reactive approach to war. Whilst many today will understand and accept the need to defend,
the issue of a proactive approach receives less support. If we look at Plato his work Republic appears to put forward the idea of an ideal state or more accurately
polis, which is a city-state (Plato, 2004). Within this there were three groups of citizenry, the commercial class, the spirited class and the administrators and warriors class. The latter were
responsible for enforcing the law. It was a few select Guardians that were responsible for keeping harmony and as such there is often the association with the goals of any
action being undertaken on the decision of a few who should have the needs of the community. When looking at war and pre-emptive war we need to look at the
idea of dikaiosune, whim may be interpreted as rightness or justice. Meaning that the book is about the right way to live. This itself is also likely to have been
influenced by the long Peloponnesian war in which Plato himself was involved. Different measures are advocated to avoid war, such as population control. The idea state is shown as a
state without war. Each time that war is discussed it is in association with justice (Kochin, 1999). It is in the first time that this is mentioned that there
