Emergency preparedness is something in which societies often invest tremendous resources and effort. We prepare for man-made disasters such
as terrorist attacks and also for natural disasters such as earthquakes and hurricanes. It has been contended by some, however, that although general threats can be identified, specific incidents
are unpredictable and essentially beyond the capability of any security and risk policy to effectively address. The intent of this paper is to argue that while indeed prevention is
preferable, we cannot always predict specific events and prevent them but the purpose of security and risk policies is not solely prevention. Security and risk policies are developed
to minimize impacts when the event itself cannot be actually prevented. To illustrate the
contention presented above it is first necessary to distinguish between man-made event and natural disasters. Man made events occur when certain individuals intentionally intercede to cause problems. The
prime example, of course, is terrorist attacks like that that occurred on September 11, 2001 when radical Muslims crashed aircraft into the World Trade Center in New York and
almost simultaneously attacked the Pentagon itself. This type of disaster, as horrendous as it was, might have been prevented. What is caused by man can often be prevented
