the separation of powers among three branches, Congress which often opposes the presidents ideas and proposals, mass medias influence, public opinion, opposition factions in his own party as well as
outside the party, bureaucratic resistance, special interest groups, world powers, world public opinion, and the stability of the economy (American Government, n.d.). One constraint that does not usually come to
mind is the term limit and the necessity for the president to campaign not only for himself but also for other members of the same party who are up for
election or re-election (American Government, n.d.). Expectations of the president and what he or she can do are unrealistically high (American Government, n.d.). The evidence of presidents who have made
a difference is vast. George Washington, who led this new nation through its first eight years of formation and adjustment, was effective and he made a difference (The Peeping Moe,
2003). Washington was faced with a new nation with the challenge of implementing a new constitution, a new government and part of a population that still supported British rule (The
Peeping Moe, 2003). His years as president set the foundation for this nation. It is impossible to consider the initial questions without thinking of Abraham Lincoln (The Peeping Moe, 2003).
Lincoln faced the secession of states from the union; he determined to keep all states in the union and in the process, he was directly responsible for doing away with
slavery (The Peeping Moe, 2003). Lincoln did not necessarily follow the rules or even the laws during his term but he had noble goals and he succeeded despite controversy from
