nd). The issue of campaign financing has been debated for more than a hundred years. For example, in 1867, the Naval Appropriations Bill prohibited government officials and employees from
soliciting money for campaigns from naval yard workers (opensecrets.org, nd). The law was amended and expanded in 1883 to include all federal civil service workers, specifically, they could no longer
be required to contribute to campaigns as a condition for employment (opensecrets.org, nd). In 1905, Teddy Roosevelt told Congress that "all contributions by corporations to any political committee
or for any political purpose should be forbidden by law" (opensecrets.org, nd). This was the first attempt by an elected official to reform campaign financing practices (opensecrets.org, nd). The Congress
did not follow Roosevelts advice (opensecrets.org, nd). A number of laws and regulations have been enacted and passed in the intervening decades but campaign financing is still highly criticized by
many. Consider: between January 1, 2001 and November 25, 2002, the Republican and Democratic parties raised an aggregate total of $1.1 billion in hard and soft dollars (Federal Election
Commission, 2002). These totals are almost equal to the amounts raised during the 2000 election cycle and there was a presidential campaign in that cycle (Federal Election Commission, 2002). This
