of California is somewhat difficult to navigate. It doesnt contain an overview of the various types of scenarios they are prepared to handle; instead, the user has to scroll down
and click on whatever their problem is: disasters, earthquakes, hazardous materials and so on. However, there is a mission statement provided by the OES, and that seems like a good
place to start. According to the statement, the Office of Emergency Services, its mission is to ensure that California is "ready and able to mitigate against, prepare for, respond to,
and recover from the effects of emergencies that threaten lives, property, and the environment" (OES mission statement, 2007). It is the responsibility of the OES to coordinate the activities of
"all state agencies relating to preparation and implementation of the State Emergency Plan" (OES mission statement, 2007). The OES also coordinates between local and state agencies so that the two
can work together with "maximum effect" and "minimum overlap and confusion" (OES mission statement, 2007). OES also coordinates the efforts that come into the state from the federal level (OES
mission statement, 2007). In order to accomplish this mission, OES uses various programs and "outreach efforts that assist local and state government in their emergency management efforts" (OES mission
statement, 2007). There are four phases of emergency management, and each is further described, but before looking at them, it may be useful to consider what the mission statement tells
