to emergency responding and they must coordinate. Sometimes, an incident occurs and it requisites local, regional and state participants. Often, the federal government becomes involve as well. At FEMAs web
site for example, there is a list of all of the disaster declarations for California, the most recent of which is a severe freeze on March 13, 2007 ("FEMA: California
Disaster History," 2007). That disaster is still considered "active" ("FEMA: California Disaster History," 2007) The Office of Emergency Services had been created to be in concert with the governors office
in 1950 ("Californias Emergency Response Plan," 2003). It is a part and parcel of the State Office of Civil Defense ("Californias Emergency Response Plan," 2003). The agency would become
more involved in terms of natural disasters so the name had been altered and had been called the California Disaster Office since 1956 ("Californias Emergency Response Plan," 2003). In
1970, the name changed again in concert with the new Emergency Services Act of 1970 ("Californias Emergency Response Plan," 2003). Finally, it would be called OES or the Office
of Emergency Services ("Californias Emergency Response Plan," 2003). OES is an office that helps local governments as well as state agencies in their creation of emergency response planning ("Californias Emergency
