of command is the single-most important element of Californias police organization that serves to maintain a semblance of ethics and appropriate decision-making across the force. One of the places
where the chain of command is most often broken, however, is near the bottom where those with little input to policy and procedure fail to uphold established conventions as they
relate to hierarchy. Recent history clearly illustrates how the chain of command so critical to law enforcement is routinely ignored in exchange for immediate - if not gratuitous -
retribution. Time and time again, California police officers have disregarded the extent of their limitations on the streets, choosing instead to act as both judge and jury as they
physically assault alleged perpetrators and prematurely fire upon suspects. What comes from the recent rash of unjustified brutality and weapon discharge is the realization that California police officers are
not always the protectors of law; rather, there are many instances where personal agendas stand in the way of rational thought, ultimately rendering such "peace officers" the instigators of terrible
