achieve a diploma. High-stakes testing places significant stress on teachers to prepare their students to pass the test and on students who know they will not advance unless they pass.
While each side of this debate has valid arguments, the overriding concern should be related to how well students are prepared to enter work or higher education when they leave
high school. We have all heard the reports regarding the high number of school drop-outs from mass media channels. We also know there are too many students in high school
who have low achievement in language arts and in mathematics. Since this knowledge and these skills are crucial for success, testing these skills early in high school life seems to
be a valid process. The California Legislature initiated the California High School Exit Examination (CAHSEE) in 1999 to be effective with the Class of 2004, which was subsequently delayed until
the Class of 2006 (Becker, Wise and Watters i). The purpose of this exam is to improve student achievement ensuring that graduates would "demonstrate grade level competency in reading, writing,
and mathematics" (California Department of Education). Testing begins in Grade 10 and students have multiple opportunities to pass the test. There are two basic parts of the CAHSEE.
The reading section includes vocabulary, decoding, comprehension, and analysis of information that is provided in literary content. The writing section includes writing strategies, applications, grammar, spelling and punctuation. Mathematics incorporates
number sense, measurement, data analysis, statistics, probability, mathematical reasoning, geometry, measurement, and algebra (California Department of Education). Arithmetic computation to include decimals, fractions and percents are also emphasized in the
