and education. General Background Its hard to ignore the fact that the current governor of California, Arnold Schwarzenegger, is also one of the most popular action movie stars in history,
but the duties of governor remain largely the same no matter who holds the office. The governor is "head of the Executive branch of California state government," and as such
will "choose people to be in charge of state departments, agencies, boards, commissions and councils" (California: what does the governor do?, 2005). The governor is also charged with the duty
of carrying out the laws of the state (California: what does the governor do?, 2005). The governor is also "Californias head spokesperson," meaning that he speaks for the state "before
state, national and international governments" (California: what does the governor do?, 2005). In addition, he has the power to activate the California National Guard in times of emergency, and he
directs "all of Californias state agencies" (California: what does the governor do?, 2005). Budget Each year, the governor of California will "plan, prepare and implement" the budget for the
coming year, which is actually two budgets: the operating budget and the capital budget (California: what does the governor do?, 2005). He submits his budget to the legislature by January
10 each year, and the Director of Finance, who is "the chief financial advisor to the governor," directs the preparation of the budget (Californias budget process, 2006). The operating budget
is the budget that contains the money to run the all the states various agencies and departments for the coming year (California: what does the governor do?, 2005). If the
projected budget is larger than the amount of money the state anticipates collecting in taxes for the year, the governor will have to "suggest new taxes in the operating budget"
