exceptionally interested in keeping the minority enrollment at a strong level, not only for economic but political reasons as well. Although the California Civil Rights Initiative ruling placed a
strain on the minority enrollments for the time being, California is finding other ways to encourage minorities to attend their schools. When these programs were in place California schools were
getting more minority applicants, especially hispanic and black, which make up a large percentage of the total California population. Because these groups have such a stronghold in the state,
it is important to most schools to have a decidedly strong student base of these minority groups. By using a double track admissions program, that is, using one set
of rules for white students to be admitted while using a different set of rules for minorities to be admitted, these schools were seeing an upward surge of the minorities
they were trying to attract. PUBLIC POLICY ISSUE - PROBLEM California is faced once again with the issue of academic affirmative actions programs in allowing affirmative action
to be part of the enrollment process. While there is no question that the original intent of affirmative action was to empower minority groups with the legal support they
needed as a means by which to overcome educational shortcomings, history has clearly proven the fact that affirmative actions quest to equalize those groups has instead allowed for legalized prejudicial
