from the causes of revolution in 1917 that ended the rule of monarchal czars for good and instituted the socialist policies of communism for years to come. However, on closer
examination, there is a direct link between Czar Peter - whom many considered almost as tyrannical as the Soviet leaders would prove to be - and the eventual rise of
the Soviet Union. Many of the reforms and policies that Peter implemented (some experts say forced) on the Russian population during the late 17th and early 18th centuries ultimately were
the cause for unrest and revolution that toppled Russias czarist government early 20th century, bringing in communist rule that would last for more than half a century.
"Peters reign is the starting point for those accursed questions which Russians . . . have asked themselves in an attempt to define themselves. What
are our national traditions? Where do we stand in relationship to the West? And do we need a czar" (Figes)? And its
no wonder the questions were asked throughout Russias bloody history - and continued to be asked by historians as they study the history today. When Peter, one of the first
Romanovs, ascended to the throne in 1689, he created a great deal of controversy with his outlook and in his efforts to totally change the country. At the time of
his ascension, Russia was little more than a backward country filled with barbarians, peasants and illiterate nobles, all of whom were still quaking from atrocities visited on them from events
