that has forever been unstable. More recently, during the 1990s, under the regime of Milocevic, the horrors of "ethnic cleansing" have brought back memories of Adolf Hitlers "final solution" when
he sought to exterminate the Jews and other desirables before and during World War II. Much like Hitler, the world didnt intervene in Kosovo until it was close to being
too late and thousands were killed simply because of their ethnic backgrounds. Even to this day, the area is not a stable one.
But could this have been avoided? If intervention had been earlier, during the 1990s when Milocevic first came to power, could this have been prevented? Needless to say, hindsight
is 20-20, but its likely that if the United States and its allies through NATO had intervened when this first occurred, there likely would have been no horrific ethnic cleansing
later in the decade. Much like Hitler, who realized that no one would stop his "final solution" once he launched it, Milocevic likely realized that when he started his ethnic
cleansing policies, no one would come up to stop it. They would denounce it certainly - but people like Milocevic dont care about verbiage. They only understand action.
Yet certain things need to be kept in mind before we can go ahead and support the blanket statement we made above. First,
it needs to be remembered that Kosovo and the former Yugoslavia have always been in turmoil. Only under the years of Soviet rule did peace somewhat have a chance there
