Conways management decided to design new high-quality products. This is where the trouble began. The research and development department was asked to create
new designs for several of the companys best-selling products. The department did so, and also sent information to the marketing department for creation of a campaign. But the engineering department
didnt like the designs, saying they werent very good, redesigned the designs, then sent them on to production. But production didnt like the redesigned designs, rejecting them outright and sending
them back to the engineering department, claiming they would be impossible to produce. A year later, the situation hadnt changed much. Conway had
no new products, customers continued to complain and the competition continued taking more of Conways business. Part of the problem is definitely
Conways organizational structure. Larry Greiner points out in his article "Evolution and Revolution as Organizations Grow" that organizational structure many times trips up the best intentions of organizations more than
external pressures. He goes on to suggest that the future of an organization is also dependent on an organizations history. An organizations history means, he points out, that the culture,
and its people, remain stuck, even as external forces are changing around them. Thought the case study doesnt suggest it, Conway Manufacturing is
more than likely a typical bureaucracy. The concepts of bureaucracy, according to Max Weber, who first introduced the term into the industrial organizational lexicon, include separately functional "silos" (or departments)
