Although the program has been applauded by senior management, there is a concern that the turnover rate is very high among women managers (higher than that reported by men), meaning more money needs to be spent on recruiting and training new personnel. Second, because of the very friendly atmosphere toward women -- women, for example, are encouraged to take advantage of extended leaves and flex time -- many of them have been content to stay at lower-and middle management and, rather than move toward the higher positions. The concern of the CEO is that these women, many of whom are equal of their male colleagues, would be held back in their progress toward higher management goals. The CEOs suggestion was that perhaps the company should recognize a "fast-track and the "mommy track." The first track would be geared toward women who are definitely putting career ahead of family, while the second track would benefit mothers of children. However, there are concerns raised that having a two-track system would mean that male executives would be more likely to place most women and the second class, not promotable category. This issue raises some interesting questions. First, is the family-friendly program part of this problem, and should these issues really be addressed? It would be hard to actually tell if the family-friendly program was the problem without some substantial feedback -- namely talking to the women who decided to leave their jobs and stay at home. But the CEOs concern is valid -- when the economy is good especially, female workers who are also mothers tend to want to quit their jobs more often and stay home (Quinn, 2000).
