passcodes. But Bruce Schneier, among others, believes that network security isnt necessarily a hardware or software issue, but rather, is a human
issue. In video discussion with Ray Stanton, Scheier pointed out that the human factor needs to come first - people need to be made aware of the security threats
and how best to protect systems against them. He also pointed out that security is a basic and fundamental need of everyone - and once that need is tapped into,
people can become more aware of whats needed to protect systems. Schneier also points out in his talk that the U.S.
government needs to focus more on security initiatives, and not just for their own tactical needs, but so everyone can benefit. He noted he didnt agree with the director of
homeland securitys assertion that cybersecurity should be like the Manhattan Project. His point was that the Manhattan Project was done in secret. Cyber security, he points out, needs to be
in the open because it benefits everyone. This is absolutely correct. Anything that can benefit one organization can - and should -
be shared. Schneier points out, for example, that China, though not exactly our ally, also has computers, and has the same security threats as the United States does. Because of
that, it makes no sense keeping any of this secret. Schneiers comments about enhancing security through open source is also good, as it allows for a free exchange of ideas
- if the U.S. comes up with something strong, and it can be enhanced by the Chinese, there is no reason not to share. Though different countries have different philosophies,
