What is known is that they are a very capable and ominous force in the intelligence community today. Major Characteristics Bill Gertz, a noted national
security journalist for the conservative Washington Times, argues in The China Threat that the Clinton Administration managed to ignore the threat of the Chinese Intelligence Agency, especially in regard to
the nuclear weapons technologies. Gertz lays a convincing case which includes many documents which indicate that sensitive secrets involving nuclear technology were gathered by the Chinese Intelligence groups.
The structure of the Chinese Intelligence agency is not known completely. This is because, in part, because the Peoples Liberation parties are still in such a state
of flux. It has to be thought that the main core of the intelligence agency is organized around one main director with departments specializing in particular elements involving the obtaining
of high tech secrets from world powers. The United States, according to Gertz, is the prime target for such mining efforts. Military Doctrine
The military doctrine of the Peoples Liberation Army goes by several prevailing principles. Many of Maos themes and doctrines still continue to influence the culture. Thus, warfare is regarded as
a stabilizing feature which unites the country. This is why it is called the peoples war and the peoples army. The prevailing belief by the Chinese is that future wars
will not be won in conventional ways, but rather via technology. In other words, he with the best and brightest gadgets will win the battle.
