the scapegoats for adult anger - they have been treated cruelly, beaten, ignored, starved and literally worked to death. Even in so-called "upper class" homes, children were emotionally neglected, starved
for the affection of parents who believed that "children should be seen and not heard," and whipped often for either real or imagined transgressions. The term "spare the rod, spoil
the child" offered a sinister meaning into the lives of children thought the ages. The purpose of this paper is to examine
the concept of child abuse, demonstrate that it isnt a new problem, and then discuss its costs and impact on both the children itself and society as a whole. The
paper will also discuss legislation that has been passed to help protect children from abuse. The history of child abuse When discussing
the history of child abuse, most experts, sooner or later, quote psychologist Lloyd deMause and his essay, "The History of Child Abuse." Printed in the Winter, 1998 version of The
Journal of Psychohistory, deMauses story tells a story of thousands of years of crimes against children, ranging from infanticide and incest to sacrifice and mutilation (deMause, 2002). Maternal incest and
