effectively, some background about Italy at the time would be a good idea to begin with. Settlements that were reached at the 1815 Vienna Congress, following the violent and bloody
French Revolutionary and Napoleonic wars ended up putting Austria in charge over the Italian peninsula, but left Italy itself in shambles (Arcaini.com, 2005; see also Age of the Sage, 2005).
This was because the Congress had divided this country among many European nations, as Italy was considered a "spoil" of the Napoleonic wars (Arcaini.com, 2005). The student then needs to
focus that Austria occupied Venice and Lombardy in the northern part of the territory, while the center of the Italian peninsula fell under direction of the Pope (Arcaini.com, 2005). Then
there were the various states within this regions that were self-declared independent states including the Kingdom of Sardania and the Kingdom of Sicily (Arcaini.com, 2005). Each of these kingdoms had
their own rulers, with different structures (Arcaini.com, 2005). The Popes, in fact, were all in favor of a number of small states in this region -- mainly so no major
