Partnership Against Terrorism, or C-TPAT and the Cargo Security Initiative. This paper will explore both of these programs and provide benefits and consequences to their implementation.
C-TPAT is an initiative between government and business to build partnerships and relationships for the sole purpose of both supply chain strengthening and improvements in border
security (MSN, 2005). The believe behind C-TPAT is that United States Custom and Border Protection (also know as "Customs") can provide security only insofar as supply chain ownership is willing
to cooperate -- so the initiative seeks that cooperation from those involved in the supply chain (MSN, 2005). These include importers, carriers, warehouse operators, manufacturers and brokers (MSN, 2005). That
cooperation focuses on encouraging businesses to define and implement security practices, while communicating their guidelines to others along the supply chain (MSN, 2005).
Though C-TPAT is geared toward protecting the borders by increasing security, there are also commercial benefits involved. A C-TPAT-certified business has priority status at border crossings, and a
reduction in the amount of time that goods spend at the border, as physical inspection of those goods ends up vastly reduced (MSN, 2005). Also, the certified business ends up
with a lost of other C-TPAT-certified businesses, and can participate in education and training programs to help boost security of goods (MSN, 2005). Other benefits include greater internal and external
