first step is to "describe" key issues; the second is to identify the most important issue; the third is to "display" the options available to solve the problems; then we
"decide" which option is best; finally we "defend" the decision. Describe: In this case, were looking at the reaction of the United States Steel Corporation and its subsidiary Tennessee Coal
and Iron (TCI), to demands that the company should use its influence in the Birmingham, Alabama, market to speed the progress of racial integration in that city. A reporter
from The New York Times put pressure on the company CEO, Roger M. Blough, to do more than he was doing to help blacks in the community. This came on
the heels of TCIs commitment to racial equality in hiring practices. It can be argued, and was, that the company was doing significantly more than most to further the cause
of their black workers. Still, the reporter felt that it hadnt done enough. The cry was soon taken up by others and what started out as a local matter wound
up coming to the notice of the President of the United States, John F. Kennedy. In Congress as well, speeches were made to the effect that while US Steel was
concerned with profits, it wasnt as concerned with human rights. But others came to the companys defense, saying it was doing as much as was right and appropriate for a
