process of government." This is true "despite the symbiotic relations between business and government." Essentially, while business depends on government for some things, and must comply with government regulation to
a large extent, it is also thought that the lobbying efforts of some companies are not conducive to an objective government. According to Lindblom & Woodhouse (1992) for example,
the people have more power than they probably realize. The pro-business culture seems to shape policy, but that is not necessarily the case or at least it does not have
to be that way. First, some basic concepts should be examined. What is public policy and who makes it? According to one source, public policy is defined as follows:
"Public policy is a goal-oriented, pattern of actions that effects the population/Distinguishing public from private problems/Public policy could easily be made on almost any issue and is thus constrained" ("What
is," 1997). Public policy is policy made by government and includes laws that are created for the best interests of the people. Public policy is made primarily by elected officials
who propose laws. In the White House for example, the president and cabinet members propose policy. It is clearly because of this that elections play a large role in the
policy making process. Because elected officials fundamentally decide what public policy will be, the people can vote for whom they like. If the system works as it should, the officials
in government represent the people who elected them. If for example, someone was elected to office because he ran on a platform that supported the right to abortion, gay marriage
