seen in many areas, in the past it was principally in construction and engineering, but it can be argued that one of the most profound applications of project management is
in relation to information technology (Gray and Larson, 2000). This is an area of rapid development in terms of both hardware and software. Numerous pressures exist for delivery times and
costs to be reduced at the same time the desire for high quality. This, often contradictory needs, are managed and balanced through principles and tools of project management (Gray and
Larson, 2000). This is particularly true for software engineering, where project management research has been undertaken in order to create models that can deliver better quality and schedules at the
same time as improving on cost (Gray and Larson, 2000). The interest in this area is evidence by the frequent updates applied to the Project Book of Knowledge (PMBOK), and
Projects in Controlled Environment (PRINCE), (Kerzner, 2003), along with methodologies such as the Capability Maturity Model (CMM), and more recently more flexible models of Hughes and Cotterell (2006), who argue
for different specific need for software engineering project management, a view that is backed up by others who believe there are many different factors that impact on software management
which are unique(Sukhoo et al, 2005). Some of the issues not only involve the uniqueness of the application of project management in
software and IT engineering and development, they also recognize the differences that will be more pronounced in this field compared to others. Many models have been developed in the west,
and are based on universal ideas and assumptions concerning available resources, and assumptions regarding the environment in which the project management is taking place such as the economic and political
