the history of trades unions in the twentieth century, it is necessary to take into account not only the interaction between unions and management over this period but also the impact which government policies, and changes in the political ideology of the country, have had on the overall structure of labour relations. One can trace, for example, a radical change in the structure and function of the trade unions, in the period between 1945 and the present day, which has in large part been due to the social and economic policies of successive governments. Even though it could be argued that the postwar period is the most notable in trade union history, it was certainly not the case that there was no organised political action by the working class prior to World War 2. As noted by Williams (2004), the national strikes of 1911 could be regarded as the "greatest industrial unrest in Britains history" (Williams, 2004, PG) as the countrys industry was brought to a standstill by concerted action from dockers, miners and rail workers. The response from the government - the passing of the National Insurance Act - ensured that workers, government and employers all contributed to the social fund, and thereby provided health care and disability benefits to all. There were other provisions, such as the beginning of unemployment benefit and free school meals, and Labour Exchanges were already being established to facilitate higher employment levels.
