was much dissent from Britain. In fact, the first steps taken by India to achieve governance was during that latter part of the 1800s ("British Raj"). What happened was that
Indian counselors would be appointed to advise the British officials and establish provincial councils with Indian members ("British Raj"). The British would then increase participation in terms of legislation with
the Indian Councils Act of 1892 ("British Raj"). The Morley-Minto Reforms, or the Government of India Act of 1909, would give the Indians roles, albeit limited, in the provincial and
central governments ("British Raj"). However, Morley contends that the legislation was not really supposed to render India as a self-governing body ("British Raj"). That said, some contend that the "Morley-Minto
Reforms were a milestone" ("British Raj"). Things would change in India at the time. Even though the people were under British rule, the Indians did have more leeway than
they had in the past. This is important to note. As the nineteenth century unfolded, changes would be implemented, but it would occur quite slowly. Also, land policy was quite
relevant at the time and it created a situation where the Indians would be participatory. Land policy is quite important to an analysis, but it pays to note also that
other things would occur to render the necessity of government help. As a result, it is found that other policy was significantly inadequate. Land policy is one thing, but there
were natural disasters in that place and time that cannot be ignored. In 1899 and 1890 there was a significant drought in India (James 306). There was much crticism as
