climate. It argues that this is inefficient for three reasons: first, the money needed to maintain overseas bases can be better spent at home; second, that there is no real
need for troops in many of the areas where they are deployed; and third, that particularly in the Middle East, the presence of U.S. troops is unduly provocative. Discussion The
first idea to consider is that the money being spent to support overseas deployments could be better used at home. The Iraq war for example, which almost everyone now understands
is a debacle of unprecedented proportions, is costing the United States approximately one billion dollars every four days. That money could be used here at home to improve schools, rebuild
roads, retrofit bridges, and most important of all, develop a program that will provide basic health care coverage for all Americans. It could also be invested in companies that are
developing new methods and processes to move the U.S. from an oil-powered economy to one that is powered by wind, solar energy, or other non-polluting sources. These new methods are
in the very early stages of development because there has been little money to help them grow, and also because the oil and coal industries have actively lobbied against moving
the United States away from fossil fuels. Now that it has become obvious to almost everyone that global warming is a real threat, and that fossil fuel burning contributes to
that threat, new methods are both necessary and desirable. We need to bring the money home to develop these new industries and the new "green" jobs they will create. Besides
using the money at home to develop new sources of energy, the U.S. should also consider why it feels called up to keep troops overseas at all. Having permanent bases
