This paper looks at Brazil, a country which has suddenly surged forward in IT capabilities in recent years. Discussion A 2002 article tells us that "Brazil tops the ranking
of Latin American countries in terms of networked readiness" (Brazil tops Latin Americas rankings in networked readiness report, 2002). Networked readiness is vital because it is seen as "a
key to economic development," which in turn will lure foreign investment to the country (Brazil tops..., 2002). Brazil is followed in this ranking by Chile and Argentina; it
came out in the number one position because of a "relatively healthy market environment, as well as strong business usage and readiness" (Brazil tops..., 2002). The other two nations
are rated as having healthy market environments and strong business support, but Brazil appears to be further down the road to development. Information and communication technologies (ICT) are important both
at the company and national level, where they are "found to serve as a catalyst for economic development, helping bridge existing divides in different areas and integrate a country into
the global economy (Brazil tops ..., 2002). Turning that around, it becomes obvious that a country that is still developing and wants to join the global community will want
to develop a thriving ICT industry, and Brazil has done just that. The criteria for making this judgment were: first, the environment for ICT ("the market conditions, the
political and regulatory framework, and the infrastructure for ICT"); second, "the readiness of individuals, the business community and the government" to accept and integrate ICT into the marketplace; and "the
