on many social concerns such as homosexuality. They have essentially been in a position where they are seen as discriminatory and thus are not being openly accepted into various school
districts, which is where they gather their members and often hold their meetings. The following paper examines one particular legal incident in Los Angeles, California, discusses the nature of policymaking
concerning such organizations, and then discusses what the ramifications for the Boy Scouts could be if all schools refuse to allow them in for recruiting and for meetings.
Boy Scouts In the particular case involving the Boy Scouts of America being examined, the school is allowing them to hold meetings on the school grounds and encourage membership of
boys for the organization if they openly sign a waver involving their stance on homosexuality. Sheppard (2000) states, "Joining a nationwide chorus, top officials of the Los Angeles Unified School
District want to limit Boy Scouts activity on campuses and require troops to sign statements renouncing the organizations anti-gay stance." The point is that the schools do not want any
organization that practices any form of discrimination to utilize their facilities, or to essentially take advantage of students and their vulnerability. Spokesman for the Boy Scouts, Doug Hilke, stated
that there was no requirement to write down ones sexual orientation in an application for the Scouts and they do not encourage or allow discussion of any sexual subjects in
the Scouts. But, still, this spokesman, who admitted that all people are accepted as long as they dont tout their sexual orientation on their sleeve, was obviously not openly admitting
