designed with re-engineering and quality management for educational change in mind, and demonstrates that some of the fundamental principles towards improvement in education are based on the same principles that
have underscored improvements in the business world. Bennis work outlines the characteristics that demonstrate leadership, consider the way in which a leader is created, the principles that
direct success in leadership, and the interactions that occur when affective leadership is applied. He also considers the fact that organizations (schools in the example of teachers as leaders)
can stifle the potential of leaders, and that it is the conflict that occurs between the structure of the organization and individual initiative that often designs the most effective model
for leadership. II. Designing Effective Leaders Bennis considers a number of different examples of leaders and considers from Shirley Hufstedler, the U.S. Secretary of Education appointed during
the Carter Administration, to prominent figures and television celebrities. Bennis recognizes that one of the problematic issues facing leaders is the challenge of meeting the perspectives that have developed
from supporting the characteristics and goals of celebrities and their status as features of leadership. It is this structure that poses challenges to leaders and teachers alike.
Bennis considers five major elements in designing an effective leader, and suggests that good leader demonstrate the following characteristics: 1. a guiding vision that can be focused upon
