down a rathole. It was a hole whose falling pursuit was not entirely in vain, however, as it led Americas management to the bright light of a new form
of leadership in which the simple emphasis was shifted from goal-orientated active and reactive management to quality-orientated human resource management. The end result of the latter inherently yielded productivity.
Citing a 1988 study of chief executives, co-authors Ed Oakley and Doug Krug point out that of the $48 billion spent in change, improvement
and training programs, the CEOs believed that only $8 billion was money well spent. The authors quickly point out the obvious: thats a lousy return on investment. The
authors note that the traditional thrust of corporate change programs recommended by independent consultants is to "tell everyone how to do their jobs differently and better than the way they
have been doing them," and then "spend tremendous amounts of time, energy and money trying to overcome resistance to change." The basic viewpoint of the book is that this traditional
approach to changing the way a corporation does business puts the motivational horse behind the enhanced productivity cart. A most interesting point that the authors
make lies in the fact that organizations have traditionally been able to maintain success by doing things "the way they always have." In our contemporary business world, however, change
