At the time Krashen wrote his book, Condemned Without a Trial: Bogus Arguments Against Bilingual Education, the Hispanic drop-out rate was 30 percent. Krashen asserted the drop-out rate was in error because the tally included young Hispanic individuals who had never been in school, so they could not drop out. The fact is that in some regions, the number of Hispanic students who entered high school and never finished was as high as 50 percent in the 1990s. Krashen then reports data from the 1980s to demonstrate the English Language Learners who participate in bilingual education are more successful, i.e., the dropout rate is lower. The author reports that Hispanic students who come from low-income backgrounds drop out more than those who are in wealthier homes. This is actually true for all children. He is also correct when he says that when demographics and socio-economic class is taken into consideration, the difference in dropouts among races and ethnicities is not nearly so dissimilar. One of the problems in low-income families is the lack of print material in the home. Research consistently tells us that children who are exposed to print material in early childhood have fewer reading problems. One way to counteract this problem is to offer families books. These background, including economic factors, have a proven impact on a childs ability and motivation to learn and affect that students academic performance. The second bogus argument the author addresses is that immigrant students can succeed without bilingual education. This has been shown to be true in many cases and in many others, it is not true.
