as acceptance of same sex couples raising children, relationships and obligations when couples break up have become extremely complicated, giving rise to the central question of whether child support obligations
should be based on biological, legal and/or social relationships between an adult and a child. The impetus behind governments involvement in mandated child support is the "premise that
if fathers provided adequate support for their children," this would generate decreased welfare spending (Stirling and Aldrich, 2008, p. 376). Carroll (2009) points out that child support laws serve mainly
to send the societal message that both parents should support a child. However, precisely who has the "fathers" role becomes blurred in cases of assisted reproduction. For example, the word
"donor" means "an individual who produces eggs or sperm for assisted conception" and the Uniform Parentage Act specifically indicates that a "donor is not a parent of a child conceived
by means of assisted reproduction" (Kindregan and McBrien, 2006, pp. 90-91). This principle was upheld by the Supreme Court of Pennsylvania in 2007 in the case of Ferguson v. McKiernan,
which ruled that, even though the sperm donor and the mother had once been lovers, his sperm donation did not constitute legal paternity (Bailin, 2008). There are numerous shades of
