"call to action." According to Clinton, although our country does not face some immediate threat, there is a very real enemy working against us. That enemy of our time is inaction. That said, Clinton then issued a call to action -- by Congress, the states, and our people -- to prepare our country for the 21st century. Some of the goals of this action are as follows: to keep our economy and our democracy strong and working for all our people; action to strengthen education and harness the forces of technology and science; action to build stronger families and stronger communities and a safer environment; action to keep America the worlds strongest force for peace, freedom and prosperity; and above all, action to build a more perfect union here at home. Magnanimously, Clinton suggested that since the American people "elected us all", that it was a sign that we should be a united force, partners, in a sense. With that in mind, Clinton outlined what he considered the map that we, as American citizens, need to take in order to come to action and help our country. One of the topics he tackled was what he referred to as the "unfinished business of our country." By this, Clinton was speaking of the balancing of the budget, the renewal of our democracy, and the completion of the job of welfare reform. Also in line for improvements was the economy, which he said must remain the strongest "in the world." He called for this Congress to be the Congress -2- that finally balances the budget.
