On the other hand, there are some who feel that bilingual children should not to be taught in a monolingual environment (Nehr, 2001). Still, some school districts that do not even have foreign children embrace the concept of bilingual education in the early years simply as a way for children to learn other languages. Many studies have pointed out that learning language early is better than later, and also that children receive an enriched education if they are able to read and think in two languages. Immersion programs are those that utilize a dual language, the native language of the student plus a target language. For example, a student in the United States or Canada who speaks English fluently will have a target language of French or Spanish. Some programs in Canada have had schools where the students spoke either English or French predominately, and were there to learn the other language. Such unique situations occur in nations where language is a rather hot political issue and there are many speakers of the target language. The experimental St. Lambert bilingual instruction had been linguistically successful (Safty, 1992). Eventually, and with exposure to French, the bilingual programs became known as French immersion programmes (1992). That is how that concept developed. Language is seen as valuable in a global culture and when applying for college, most recommend at least two years of a second language. Some universities prefer four. Language is in fact a valid course of study in grade school as well as in universities but while that is the case, some parents do not want young children having the burden of learning anything other than the basic courses.
