English proficiency (LEP) has been a priority with state and local governments; however, there has been debate over the most efficient method of helping these students obtain English language skills. Proponents of bilingual education believe that the best course is to take advantage of the language skills that a student has in his or her native language and use this as a bridge to English-only education (Bilingual/ESL, 2004). Opponents of this stance argue that bilingual education hinders English development by cradling students in their native language for an extended period of time. An alternative to bilingual education is ESL (English as a second language), which immerses the student within an English environment. The following examination of ESL shows the superiority of this system. In ESL programs the main focus is on teaching the students English. The original language of the students is of little or no use to this approach (Bilingual/ESL, 2004). In other words, the language of instruction is primarily English. One of the advantages of this approach is that classes may include students who speak different native languages. Typically, ESL instruction takes up a portion of the school day and during the remainder of the day, students are involved in other mainstream classes, either immersion or bilingual (Bilingual/ESL, 2004). Carrasquillo and Rodriguez (1996) point out that mainstreaming LEP students is one of the most significant goals of specialized instruction. The placement of LEP students, who "are or were participating in bilingual or ESL programs" within an all-English mainstream program for all or part of their day results from a "complex process that assesses and determines if students have acquired the skills and knowledge" required to function within an all-English environment (Carrasquillo and Rodriguez, 1996, p. 5).
