that where people stand on the issue has to do with how they feel about non-English speakers and what they may see as problems caused by immigrants, both legal and
illegal. Certainly the passage of various anti-immigrant measures in California, the construction of the Triple Fence in San Diego, and the general anti-immigrant mood of the country at the present
time lend credence to this speculation. Despite the uncertainty today, this paper argues that bilingual education is necessary if the United States is serious about regaining its image as a
nation that believes in the principles of fairness and equality. It also argues that bilingual education needs to return to its original design if its to succeed. Discussion In most
of the sources that argue against bilingual education, some reference is made to the fact that unless immigrants learn English, they will not be assimilated into mainstream U.S. culture and
will in fact struggle to maintain their own cultural identity. This is presented without any criticism and no where does anyone seem to ask the question, Why is this a
bad thing? Why shouldnt immigrants be allowed to retain the culture of their homeland? It may become a problem if they are unable to understand the culture around them, and
thus find themselves isolated, but the statement is usually made that they should give everything up to become "Americanized" without offering further explanation as to why this is necessary. The
ideal would seem to be for immigrants to cherish their culture and bring the best of it with them to enhance their new country. Bilingual education would allow them to
