on the Capital Beltway, all killings were conducted close to entrances to this circular Beltway, part of Interstate 495 (EconomicExpert.com, 2009). The spree that became known as the Beltway snipers
began on October 2, 2002 when five persons were killed within 15 hours in Montgomery county in Maryland and in D.C. (EconomicExpert.com, 2009; FBI, 2007). One more individual was
killed on each October 4, 7, 9, 11, 14, 19 and 22 (EconomicExpert.com, 2009; FBI, October 22, 2007). The serial killers were caught and arrested on October 24, 2002 (EconomicExpert.com,
2009; FBI, October 22, 2007). During the October killing spree, ten people were killed and there others were seriously injured (EconomicExpert.com, 2009). The first murders would naturally be investigated by
the local police department. When an event is suspected of being a serial killing, the FBI gets involved. Investigating officers had little to go on. The killings were random, different
genders, different ages, different races and different locations in Washington, Maryland and Virginia (EconomicExpert.com, 2009). The only common fact was that all killings were committed near an entrance to the
Beltway. Initially, law enforcement officers thought there was just one sniper. They responded by processing each crime scene according to accepted procedures. With the messages left at each crime scene,
police determined there were at least two killers (EconomicExpert.com, 2009). Response was quick and accurate with police officers doing all the things required to secure and investigate crime scenes.
